Bill Vance
Executive Vice President
Mr. Vance is the Executive Vice President of Midwest Underground Technology, Inc. and co-founder and President of CITCA.
Mr. Vance has held a position on the National Association of Tower Erectors (NATE) Board of Directors and is very involved with
OSHA regulations and procedures. Mr. Vance actively participated was directly involved with the OSHA/NATE Partnership Program
in the region V area of the United States and has coordinated membership into the OSHA/NATE Partnership Program in the region
V area for several member companies.
Mr. Vance’s professional career has been involved with the telecommunication industry, both domestically and internationally.
He has represented such companies as Ameritech, Cellular One, and U.S. Cellular in the sales industry and has been directly
involved with management and installation coordination of projects ranging from the first working RSA experimental cellular
system in Illinois to the installation of the first cellular systems in the West Indies islands of Antigua, St. Vincent, St.
Lucia, and Grenada in conjunction with Boat-phone and Cable and Wireless of London. Mr. Vance has been associated with a
involved in the wireless industry for over 25 years coordinating, organizing, managing, consulting and implementing major
wireless projects both nationally and internationally.
Mr. Vance has written several articles on communications industry safety subjects, developed numerous safety programs and
has assisted in designing and accrediting various safety training classes.
Mr. Vance served his military service in the communications division of the US Navy and received his education at the
Point Loma Naval Training Academy.
